Federal Democracy Education Policy
Summary: Approved by the National Unity Consultative Council (NUCC), this policy serves as a foundational framework to establish an inclusive, decentralized, and high-quality educational system for the future Federal Democratic Union. Developed through extensive consultations with community-based education groups, ethnic stakeholders, and educational experts, the document outlines key principles including mother tongue-based multilingual education, academic freedom, decentralized governance via education councils, and equal access for all students, including those in conflict-affected and emergency settings.

Our educational resources cover primary and secondary education, ensuring students maintain uninterrupted learning pathways despite emergency circumstances.
To reach students in remote and emergency areas, we offer digital learning packages, downloadable textbooks, and interactive online resources accessible via desktop and mobile devices. These flexible tools empower local educators and volunteer teachers to facilitate effective instruction in community learning spaces.
All learning materials are adapted to prioritize child protection, mental health support, and conflict-sensitive education principles. We aim to foster a safe, inclusive, and supportive learning environment that caters to the diverse needs of displaced communities across the Mandalay Region.
In addition to student textbooks and guides, we provide teaching manuals and digital skills training resources for local educators. By equipping teachers and community leaders with standard instructional materials, we strengthen community-led educational resilience.
